CBGA Procedures

Setup
-If all players agree, the Albion/Togawa factions and Innovative/Militant player mats can be shuffled in (they're printed on the base board after all,) but no other aspects of any expansions will be used.
-Factions/player mats will be randomly paired and dealt to players. If Rusviet+Industrial or Crimea+Patriotic are paired up, return that pairing and randomly pick a new pairing from the remainders. Return unused mats to the box.

Play
-No changes to official rules.
